If my car doesn't shift at all, does it mean I need a new transmission?
No. Not at all. Lots of newer cars have electrical components that fail and will mimic transmission problems. These components give the transmission computer "bad" information that causes the transmission to malfunction, as if it had an actual problem itself. Alot of cars can be fixed without a complete tranmission repair, simply by a good diagnostic evaluation to pinpoint the actual problem.
